Since the 1997-1998 school year, MoCAPE has been the agency recognized to approve
technology plans for non-public schools in the Missouri. Through an agreement with
the Missouri Department of Elementary and Secondary Education (MoDESE), the MoCAPE
process utilizes the same procedures and standards for approval as Missouri's public
school districts.
An approved technology plan is required for a school to access discounts through the
E-Rate program. This Federal Communications Commission (FCC) program is funded by a
service charge on telephone bills. It provides schools with discounts ranging from
20% to 90% on telecommunications and Internet connectivity and services. The program
is managed by Schools and Libraries Division of the Universal Services Administration
Company (USAC).
A technology plan is also required if a school wishes to receive benefits from Title
II Part D: Enhancing Education Through Technology of No Child Left Behind. This Federal
education program supports activities such as professional development which addresses
the use of technology for instruction, and the acquisition of hardware, software, and
other technology used for instruction. Title II D benefits are provided to the non-public
schools of Missouri by the Private and Independent Technology Education Consortium (PITEC),
under contract with U.S. Department of Education through the by-pass provision of the No
Child Left Behind.
The effective use of instructional technology requires a school to address a variety of
questions. They concern infrastructure, funding, acquisition of hardware and software,
professional development, curriculum goals and integration, and evaluation. The
